The Engineering Council of South Africa (ECSA) is a statutory body established in terms of the Engineering Profession Act (EPA), 46 of 2000. The ECSA's primary role is the regulation of the engineering profession in terms of this Act. Its core functions are the accreditation of engineering programmes, registration of persons as professionals in specified categories, and the regulation of the practice of registered persons. Consequently, the ECSA is the only body in South Africa that is authorised to register engineering professionals and bestow the use of engineering titles, such as Pr Eng, Pr Tech Eng, Pr Techni Eng, Pr Cert Eng, on persons who have met the requisite professional registration criteria.
ECSA CPD LICENSED BODIES
In terms of the Standard on Continuing Professional Development (ECPD-01-STA), a CPD Licensed Body is an organisation that is recognised through the powers of the Engineering Council of South Africa (ECSA), to verify CPD Service Providers and to validate CPD Category 1 Activities. The ECSA Licensed Body must warrant that the quality of the CPD Category 1 Activity is of an appropriate standard for the target audience. The target audience refers to the category (e.g. Professional Engineer, Professional Engineering Technologist, Professional Engineering Technician, Professional Certified Engineer and Specified Category registrations) and the discipline (e.g. electrical, civil, mechanical). The ECSA CPD Licensed Body therefore must ensure the quality of CPD Category 1 Activities by monitoring and auditing the verified CPD Service Providers as and when required.
To do Engineering Work, it is a legal requirement that a person is registered with the Engineering Council of South Africa as a Professional Engineer, a Professional Engineering Technologist or a Professional Engineering Technician – see the Engineering Professions Act 46 of 2000. By not being registered, the individual stands the risk of having to pay a fine equal to double his / her salary while doing that work. CPD will be used as the mechanism through which all registered persons would have to renew their Registration with ECSA. In this regard section 22(1) of the Engineering Profession Act, 2000 (Act 46 of 2000) requires that a registered persons has to renew his or her Registration and has to "apply, in the prescribed manner, to the Council for the renewal of his or her Registration". In order to register and remain registered, it is compulsory for professionals to obtain CPD points.
